What the count means
A member is counted when their 2026 plan ends or leaves their county and CMS does not move them into a 2027 plan there. Their plan ends Dec 31. They can pick a new plan in open enrollment, which closes Dec 7. Members who don't pick a plan by Dec 7 go to Original Medicare on Jan 1, and they can still join a Medicare Advantage or drug plan through Feb 28, 2027 (Medicare.gov). Their insurer can still sell them a different plan.
KFF counted about 3.1 million people in Medicare Advantage drug plans that end this year (Oct 27, 2026). We wrote it up in 4.3 million on Medicare will lose their plan Dec. 31. KFF counts plans that end. Our count also includes plans that leave a county but keep running elsewhere.
