How we counted

Plans are the plan and segment IDs CMS lists in each county in its CY2027 plan file (October 2026 release). That covers Medicare Advantage plans with and without drug coverage, plus special needs plans. Employer group plans, cost plans and stand alone drug plans are not in that file, so they are not counted here. The 2026 count comes from the CY2026 plan file (September 2026 release). Premium is the combined monthly plan premium (Part C plus Part D) that CMS lists, before any Part B giveback or extra help. Stars are the 2027 overall rating, where CMS has one. Check a drug reads each plan's 2027 drug list (formulary) from the CMS Part D formulary file (posted October 15, 2026): whether the plan lists the drug, its tier, and any prior authorization, step therapy or quantity limit. Benefits shows the giveback, over the counter allowance, dental maximums and main copays each plan filed in the CMS PBP Benefits 2027 file (October 1, 2026). Measures opens every 2027 measure star for the plan's contract, with the 2026 star beside it, from the CMS 2027 Star Ratings Data Tables (October 8, 2026) and the 2026 tables.

Members are everyone in a Medicare Advantage plan in the county in CMS's October 2026 enrollment file, employer group plans included. We group them by parent company as CMS names it. CMS hides counts of 10 or fewer, so totals are floors and very small counties show none.

Plans that end and where members move come from the CMS 2027 Plan Crosswalk (Oct 1, 2026), read against both plan files and the October 2026 county enrollment file. They cover individual plans only. Agent pay is what each plan reported to CMS for 2026 in its Agent Broker Compensation Data (file dated Mar 23, 2026). It is the most a plan pays an agent for a new enrollment in its first year.
